Is it possible to create a printer device connected to an output queue in another library than QUSRSYS? Then you can start the printer (default OUTQ =*DEV) without specifying the correct output queue and library.

If you want to connect another outqueue and the writer is already started with the default output queue, then you can perform the CHGWTR command to connect another output queue. Personally, I create a few little commands (like STRPRT05) to start my writers, and specify in the CLP the fully qualified outqueue on the STRPRTWTR or STRRMTWTR command. I don't like to use OUTQ's from QUSRSYS. I create outqueue's in my own libraries with appropriate parameters and authority.
